
Mr. Leif E. Peterson, a member of the Senior Executive Service, is the former Director of Manpower, Personnel, and Services at Air Force Materiel Command, Wright-Patterson Air Force Base, OH. He provided executive HR management of the command’s nearly 80,000 military and civilian professionals located throughout the United States and overseas in research facilities, test sites, universities, and at product development, logistics and specialized centers. Mr. Peterson retired with extensive and progressively responsible experience in human resources, work force development, and talent management. He has in depth experience integrating the human resources function within the overall corporate strategy and operating road map. His specialized expertise lies in developing/managing strategic HR operating models & programs, Balanced Score Cards, employee engagement, competency and leadership development, succession planning, labor relations, and supervising a large, varied, and a dispersed workforce.
Mr. Peterson has a Bachelor of Science degree in labor and industrial relations from Michigan State University and a Master’s degree in labor and industrial relations from Loyola University of Chicago, Ill. He is also a graduate of the Federal Executive Institute and completed executive level coursework at Harvard University.
Mr. James R. Savena is the former Director of Manpower, Personnel, and Professional Development, Air Force Flight Test Center at Edwards Air Force Base, California. He has extensive and progressively responsible executive level experience for a workforce of 7000+ employees in Pay-for-Performance, related analysis, budget integration, data quality verification, performance management training, business process reengineering, workforce planning, leadership and workforce development, human resources, and talent management. He has extensive experience integrating the human resources function within the overall organization vision and strategy. He has specialized expertise in developing and managing strategic HR operating programs, employee engagement, leadership development, succession planning, labor relations, and supervising a large, varied, and dispersed workforce.
Mr. Savena was responsible for the strategic policy, planning, programming and resourcing initiatives across the full spectrum of force management, including both civilian and military personnel. The Air Force Flight Test Center was the key Air Force participant in the Acquisition Demonstration project which has transitioned into National Security Personnel System (NSPS). He has a Bachelor of Science Degree from Duquesne University and a Master’s Degree in Business Administration from the University of Pittsburgh. He is also a graduate of the Industrial College of the Armed Forces and a retired Air Force Colonel.
