Strategic HR

Advanced HR Concepts & Solutions will provide the roadmap and tools necessary for moving your organization from the “transactional phase” of service delivery to the “strategic phase.” This includes preparing your HR staff, your managers, and your senior staff to understand what this can mean to your organization in terms of the value chain and positively impacting bottom line results. Workforce Planning & Analysis

Advanced HR Concepts & Solutions will assist managers in workforce planning by identifying the number of people with the right skills, experiences, and education required. Our comprehensive analysis will provide managers with a framework for making staffing decisions based on an organization’s mission and work, strategic plan, budgetary resources, and a set of desired workforce competencies. We will analyze your present workforce competencies, identify competencies needed in the future, compare the present workforce to future needs to identify competency gaps and surpluses, prepare plans for building the workforce needed in the future; and an evaluation process to assure that the workforce competency model remains valid and objectives are being met.

Performance & Compensation Management

Advanced HR Concepts & Solutions will provide/assist with developing and analyzing the policies, processes, procedures, and tools needed to ensure your Federal workforce is appropriately compensated. We will enhance three compensation goals, namely: competing for qualified employees in an evolving environment, paying employees equitably and fairly, and being fiscally responsible. Our occupational specialty areas are scientists, engineers, and acquisition personnel. AHRCS will establish a compensation structure which assures the ability to attract, retain, and reward a highly qualified and motivated workforce.

We will develop a market strategy by using salary ranges in the NSPS pay band structure for managing salary progression. This includes analyzing your compensation structure to determine commonly paid salary ranges and comparing ranges to similar private sector positions.  This will provide the foundation to attract, motivate, and retain a quality workforce needed to achieve strategic goals from an enterprise perspective, and provide managers an investment view of payroll costs. We will establish performance expectations that are appropriate to the level of compensation and work aligned with the mission. We will also work with managers and supervisors in developing performance standards, using SMART criteria, for your employees that are tied to the vision and strategies of your organization.

Classification & Position Management

Advanced HR Concepts & Solutions provides the full range of Federal position classification across all general schedule and wage grade series specializing in scientific, engineering, and acquisition disciplines. This includes all related advisory services to include efficient organization design and position structuring to obtain mission objectives. This includes organizations who have deployed, or getting ready to deploy, the National Security Personnel System.

AHRCS will provide timely and effective program support for the development and classification of position descriptions by conducting job analysis and developing band level descriptions which accurately describe and link job values for each pay band. In conducting job analysis, we will identify tasks/activities performed; the competencies required for performing those tasks/activities; and associated levels of difficulty/complexity required to establish salary ranges within NSPS pay bands based on overall level of work (i.e., entry, intermediate, journey, and expert). We also ensure the design and control of individual positions achieve a proper balance of values by considering the total cost of services, use of scarce or costly manpower skills, retention, and motivation of competent personnel.

Workforce Engagement

Each stage of the process encompasses ongoing consulting, measurement, and education that work in concert to drive positive outcomes.

Labor Relations, ADR and EEO

Advanced HR Concepts & Solutions provides a wide range of Federal labor relation services both in the United States and overseas. From preparation for negotiations, the negotiations themselves, documentation of the negotiations, and implementation training for the new contract history. AHRCS also specializes in the establishment of labor-management partnerships at all levels your organization. Partnership programs include the crafting of the partnership agreement, formulating an agenda for partnership meetings, recommended representatives for those meetings and the establishment of a system of non-confrontational techniques to resolve disagreements.

AHRCS will develop an Alternative Disputes Resolution (ADR) program for your organization. It is a complete program spelling out how the program will operate, the types of disputes covered, the roles of the various parties, and metrics to assess the effectiveness of your ADR program. We also provide ADR services involving issues both between management and labor unions and issues which flow from employee dissatisfactions i.e., EEO complaints, and grievances involving employees assigned both within and outside of a recognized bargaining unit. In each case, the goal is problem resolution at the earliest practical date to avoid the cost of and workforce disruption which might flow from third party intervention.

We provide investigatory services focused on Equal Employment Opportunity complaints. This service includes interviews of concerned parties and provision of documented investigatory file to the concerned parties. Dependent on the needs of the customer the report can contain a finding of the facts and/or a recommended disposition.

Change Management

At Advanced HR Concepts & Solutions managing change refers to the making of changes in a planned and managed or systematic fashion. The aim is to more effectively implement new methods and systems in an ongoing organization. The changes to be managed often lie within and are controlled by the organization. The process of change has been characterized as having three basic stages: unfreezing, changing, and re-freezing. Managing change is seen as a matter of moving from one state to another, specifically, from opportunity “awareness” to opportunity “achieved.”  AHRCS works with your leadership to establish goals are set and achieve results at various levels and in various areas of your organization. The net effect is a transition from one state to another in a planned, orderly fashion.

Advanced HR Concepts & Solutions will work with executives, supervisors, managers, and other key personnel to change behaviors negatively impacting the organization. We will polish interpersonal skills, assist in developing and enhancing leadership skills and find solutions to stress and time management challenges/issues. We will identify and develop strengths while working thru their identified weaknesses.

We also provide traditional classroom supervisory training and NSPS training primarily designed to enhance the knowledge of Department of Defense military and civilian personnel on applicable personnel laws and regulations under the National Security Personnel System.”
